The Housing Choice Voucher Program permits individuals/households who might otherwise not be able to secure decent, affordable rental housing to obtain it.

What is the HCVP?
The Housing Choice Voucher Program (HCVP), provides rental assistance to income-eligible individuals and families, ensuring access to safe, sanitary, and affordable housing. For residents of Boone, Hamilton, Hendricks, and Tipton Counties, the program is administered by Community Action of Greater Indianapolis (CAGI) as a local subcontracting agency (LSA) for IHCDA.
Please note: HCVP is not an emergency housing program, and wait times for assistance may exceed 24 months.
Availability of assistance is based upon the availability of vouchers which are used to obtain housing from willing landlords. The program monitor may decide to halt the issuance of HCVP vouchers, in which case addition of households to the program is stopped.
Get on the Waiting List
The Housing Choice Voucher Program is now accepting applications for the waiting list.
There is typically a long waiting list of applicants for which vouchers were not available at the time of application, and when vouchers become available applicants are selected from that waiting list on a first-come, first served basis. There are circumstances under which the program monitor may decide to close the waiting list and stop accepting applications. These decisions are not made by CAGI, which is the program administrator, not the program monitor.

If you already have a voucher and want to move to Boone, Hamilton, Hendricks or Tipton you will need to “port” your voucher. You will need to start this process with IHCDA, click here for more information on how to get started.
